Senior Portfolio and Program Manager

In 2026, additional modules and functionalities will need to be developed for the existing EGOV 3.0 platform, which consolidates data on career activities carried out on Belgian territory by every worker (self-employed, employees, and persons with a mixed career). The same applies to events (monitoring and interactions) related to these careers, such as decisions concerning rights and obligations, and forms for applying for social benefits. Further development will continue in close cooperation with the Social Security institutions (OISZs) and the insurance funds.

RSVZ wants to combat fraud and promote fair competition within various sectors. Therefore, it will develop a comprehensive solution around control and enforcement. Various data flows and processes for data matching and external communication will be integrated. In the first phase, this will lead to earlier detection of infringements and the safeguarding of automated enforcement capabilities. In a second phase, the focus will be on timely detection of fraud, the collection of Social Security debts, and monitoring compliance with legally required withholdings.

Every three months, during PI-planning, the priorities of the PBI/Epics are determined.

The specific tasks for the portfolio and program manager:

You are responsible for the successful and timely delivery of complex strategic programs or product developments. You coordinate and report on the development of ongoing projects and associated objectives to management. You identify, analyze, and manage risks and ensure good collaboration between external partners (Social Insurance Funds) and internal employees (IT and business).

Experience in role:

  • Experience in a leadership position (top level management role / executive director / chair of Steering Committees / senior program manager)
  • Experience with successfully structuring complex transformations and change management
  • Experience implementing IT tools in large organizations and being able to collaborate smoothly with implementation partners
  • Experience leading large projects (minimum scope 2MIO per year) in digital transformation. This can occur in various ways, but is always supported by the introduction, adaptation, or expansion of a particular technology or software
  • Demonstrable experience with the technical management and follow-up of all steps in the lifecycle of relevant and complex ICT solutions
  • Good knowledge and experience in the Social Security sector in Belgium is a plus
