RSVZ is a dynamic organization where more than 150 people work within the IT department. RSVZ is a bilingual environment, with both French-speaking and Dutch-speaking stakeholders. The organization is on the verge of a multi-year transformation program, in which the IT landscape will be gradually modernized towards Microsoft Azure, including a phased migration of Oracle databases to PostgreSQL, and the modernization of the broader on-premises platform.

Role

The Senior Program Manager Cloud Transition is end-to-end responsible for the planning, management, and realization of RSVZ's cloud transformation program. He/she connects business, IT, and management in a complex change process, monitors scope, planning, budget, and quality, and achieves sustainable improvements in stability, scalability, and service delivery. The Program Manager plays a key role in governance, decision-making, and stakeholder alignment at the senior management level, and works closely with enterprise architects, security, operations, and procurement.

For the management of this strategic program, we are seeking an experienced Senior Program Manager with a strong affinity for cloud transitions (on-premises to Azure) and database migrations. The program encompasses multiple parallel workstreams (infrastructure, databases, applications, security, governance) and has a broad stakeholder landscape: management, IT leadership, business owners, hyperscalers, software vendors, Smals, and federal partners. The Program Manager reports to IT management and leads multidisciplinary teams, composed of internal staff and external partners.

Key responsibilities

  • End-to-end program management: scope, planning, budget, and delivery of the multi-year cloud transformation program, including on-premises to Azure migrations and database modernization (Oracle Database@Azure, PostgreSQL).
  • Management of multidisciplinary teams (internal employees, external consultants, vendors) and coordination of parallel workstreams within the program (infrastructure, databases, applications, security, governance).
  • Stakeholder management at management and senior management level, with clear reporting, decision-making files, and escalations to the steering committee; alignment with federal partners and hyperscalers.
  • Setting up and monitoring program governance embedded in the existing Agile governance, risk management, quality assurance, and budget control; alignment with procurement and legal departments regarding vendor contracts and tender procedures.
  • Monitoring the technical coherence of the target architecture in close cooperation with enterprise architects, security, and operations; validating choices regarding cloud landing zones, PostgreSQL migration strategies, and hybrid connectivity.
  • Change & transition management: ensuring a smooth transition to new ways of working, knowledge transfer and reskilling of internal teams (incl. DBAs), and sustainable operationalization after go-live.

Required experience and competencies

  • Master or Bachelor in Computer Science, Business Informatics, Applied Economic Sciences, or equivalent through experience.
  • At least 10 years of experience as Program/Project Manager in complex IT environments, of which at least 5 years in cloud transformation or infrastructure modernization programs.
  • Demonstrable experience with on-premises to public cloud migrations, preferably Microsoft Azure, in business-critical environments.

LANGUAGES

  • Dutch-speaking or French-speaking (native or comparable level)
  • Second national language: understanding and functional written and verbal communication

Hybrid working: 2 days in the office and a maximum of 3 days teleworking per week
