Senior Project Manager for IOC DS Platform

Introduction

The Digital Solutions Department is a logistical support service that installs and maintains ICT infrastructure and oversees the development and maintenance of IT applications specific to the RIZIV-INAMI and eHealth.

This service is looking for a new tailored profile to support the upcoming transition to a new IOC DS project manager.

This role is defined to meet the needs of the upgraded platform architecture, the shift toward Agile methodologies, and collaboration with newly onboarded analysts and future junior developers. The project manager will drive delivery of a mission-critical middleware service enabling secure data exchange between RIZIV-INAMI and external stakeholders.

Hard Skills

  • Project & Agile Management
  • Proven experience with Agile (Scrum, Kanban, SAFe) and Agile team coaching
  • Strong background in risk management, budgeting and roadmap planning
  • Proficient in Azure DevOps: Boards, Pipelines, Dashboards
  • Expertise in DevSecOps integration and Agile quality assurance

  • Architecture & Technical Understanding

  • Familiarity with .NET 8+ development
  • Understanding with audit trail, GDPR logging, and data orchestration pipelines
  • Awareness of validation/transformation flows
  • Awareness of OAuth2, Key Vault and Blob Storage
  • Understanding of microservice communication via Azure Service Bus (topics, queues)

  • Tooling & Monitoring

  • Familiarity with monitoring tools like Dynatrace, Azure Monitor, or Application Insights
  • Experience with CI/CD with Azure DevOps, secure deployment practices

Soft Skills

  • Team Management
  • Managing cross-functional, multi-supplier development teams
  • Facilitating retrospectives, stand-ups, and agile rituals
  • Manage team with diverse skills levels (senior, medior and junior)

  • Stakeholder Communication

  • Translating technical deliverables into strategic goals
  • Effective communication with internal clients (other development teams), business stakeholders (RIZIV-INAMI) and external partners
  • Producing high-quality documentation and presentations

  • Driving platform modernization

Nice-to-Have Skills

  • Experience with public sector middleware and inter-institutional communication
  • Familiarity with external actors like CBSS, SAM, MyCarenet
  • Certifications: PMI and/or Prince II, SAFe Agilist, AZ-900
