Role: Software Asset Consultant - European Parliament

Brussels, Belgium - European Parliament

Responsibilities

Following tasks will be performed by external service provider:

• Support the conduction of the quarterly IT demand management campaigns by analysing submitted ideas/demands for fulfilment according to the RBB policies, prioritizing reuse of existing software assets
• Support the evolution of the demand management and RBB policies and its transition to a new model in line with the management's guidelines
• Prepare the activities of the IP Secretariat in order to present the AITP RBB results
• Organize document storage
• Establish cooperation between governance boards' secretariats on RBB and software asset reuse and optimization topics
• Interpretation of licencing rights and obligations in light of contractual clauses, EULAs, licence grants and other relevant documents
• Creation and maintenance of licence entries in the Software Asset Management system
• Preparation and execution of Software Asset Management actions in order to bring into compliance or optimize licences in cooperation with other stakeholders
• Assistance with project management of the implementation of additional functionalities in the SAM system
• Assistance with drafting of IT policy in the SAM domain
• Provide software licence budget evolution and forecasting information
• Assistance with preparation of contract negotiations with vendors
• Follow up of developments in software licencing
• Participation in technical working groups, progress meetings and meetings with software-related contractors
• Development of audit and reporting mechanisms
• Development of service catalogues, workflows and service offering

Requirements

Following skills are required for the performance of the above listed tasks:

• Master degree in IT, economics, law or similar plus 3 years of experience in related field OR Bachelor degree in IT, economics, law or similar plus 5 years of experience in related field
• Good experience drafting comprehensive analysis documents in the IT domain
• Good experience preparing and revising policy and procedure documents related to software
• Good experience preparing technical reports
• Good presentation skills for a technical audience
• Experience animating/leading a meeting
• Multitasking and project oriented
• Proactive approach to one's duties - alerting superiors of issues and proposing solution

Languages:

• Excellent knowledge of English - Level C1 in Understanding, Speaking and Writing
• Good knowledge of French is an advantage
