Solution Architect – Expert for the Fine Platform
- Project Context
Since 2017, Boeteplatform has been responsible for coordinating the organizational and digital processes of Justice. The program carries out digitization projects that contribute to better execution of (monetary) penalties and the reduction of administrative workload within Justice, the police, and other partners in the (financial) criminal law chain.
The assignment of Boeteplatform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.
The main objectives of Boeteplatform are:

Accelerating the processing of fines;

Reducing the workload of those involved in the criminal law chain through a chain approach;

Digitizing information processing;
-
Improving the financial execution of penalties;
-
Improving service delivery to the public.
In the context of the digitization of Justice, there is also a major challenge to improve and especially clarify communication to citizens. Justice is, after all, a service provider to the citizens and society; accessibility of this service is therefore necessary to increase citizens' trust in Justice and to ensure better legitimacy of Justice and its societal role.
- Subject of the Project
The Federal Public Service Justice launched the Boeteplatform project in 2017. It originated from a European directive aimed at reducing the number of deaths, injuries, and material damage by consistently imposing sanctions for traffic violations within the European Union. The Boeteplatform has completely optimized the process of immediate collection and amicable settlement of traffic fines and correctional fines, largely thanks to standardization and digitization. Since 2021, numerous initiatives have also been taken by both federal and regional governments in the area of traffic. These initiatives lead to a continuous expansion of the number of traffic fines and the new types of traffic fines managed by the Boeteplatform.
In addition, work will also be done on supporting the execution of the penalty, with a particular focus on the financial execution of the penalty, the core mission.
You will specifically be working within the framework of the following projects.
JustFines is a personalized ICT service being built for the PVV – Public Prosecutor’s Office for Road Safety – tailored to the needs of predominantly automated fine processing. It is integrated into the Boeteplatform, which is responsible for the handling, dispatch, and collection of fines. It is the development of a new case management system for the automated processing of traffic fines in Belgium – from immediate collection to execution via the Federal Public Service Finance.
- Profile Features
As a Solution Architect Expert, you play a crucial role in the successful execution of complex projects within the Federal Public Service Justice. You work closely with various stakeholders, including internal teams, external partners, and government bodies such as the Police, to achieve the project objectives. You play a crucial role in designing, developing, and implementing innovative solutions that meet business and non-functional requirements. You are a strong technical leader who collaborates with various stakeholders and has knowledge of modern architecture frameworks and security standards.
Responsibilities:

Provide technical leadership and direction for software projects, including making key technical decisions and defining technical requirements.

Develop technical architectures and designs, and ensure the implementation of best practices and standards.

Collaborate with product managers, business analysts, and other stakeholders to assess the technical feasibility of new features and solutions.

Manage the technical backlog and priorities, and ensure good alignment with project goals and planning.

Identify and resolve technical problems and bottlenecks, and proactively seek solutions for potential challenges.

Provide technical guidance and mentoring to team members, and promote a culture of continuous learning and innovation.

Manage code quality through code reviews, ensuring adherence to coding guidelines and standards. Also, continuously find ways to improve code quality standards.

Evaluate and implement new technologies and tools that can enhance the team's effectiveness and efficiency.

Document technical designs, architectures, and processes to ensure clear communication and knowledge transfer.
Requirements:

10 years of experience in software development, with a strong focus on technical leadership and project coordination.

In-depth knowledge of software development principles and technologies, and experience with multiple technologies and tools relevant to the project.

Strong experience in developing technical architectures and designs, and leading technical projects.

Excellent problem-solving skills and the ability to analyze and resolve complex technical issues.

Managing technical backlogs and priorities.

Strong communication skills, with the ability to work effectively with diverse teams and stakeholders.

Experience with code review processes and ensuring code quality.

Familiarity with version control systems such as Git and CI/CD tools such as GitLab.

In addition to the general profile description in the specification document, we require the following project-specific requirements:

Knowledge of Azure Fundamentals

Knowledge of .Net Core
-
Knowledge of Angular is a plus
Desired qualifications:

Certifications in relevant technologies and methodologies (e.g. TOGAF, C4, DDD, clean architecture, …).

Experience with the Azure cloud platform and developing cloud-native applications.

Development experience with .Net, Terraform, Angular, …

Knowledge of microservices architecture and container technologies such as Docker and Kubernetes.

Knowledge of security standards and best practices.

Experience leading multidisciplinary teams and promoting collaboration and innovation.

Experience with performance optimization and improving the scalability of software solutions.

Requirements

Bachelor’s or master’s degree in a relevant field.
