Solution Engineer – Agile/Scrum Delivery Master

The Commissariat General for Refugees and Stateless Persons is a federal independent administration. The mission of the CGRS is to provide protection to individuals who, if returned to their country of origin, are at risk of persecution or serious harm.

In accordance with Belgian, European, and international standards, the CGRS examines each application for international protection in an individual, objective, and impartial manner.

Within the CGRS, a modernization trajectory has been initiated, translated into the eDossier program. This is a highly ambitious program, consisting of several projects with a very tight schedule. To further shape and develop the program, we are looking for strong profiles who are willing to commit temporarily (fixed-term contracts, immediately terminable, extendable upon positive evaluation) until delivery, planned at least until the end of 2028.

One of the profiles we are looking for is a Solution Engineer – Scrum/Agile Delivery Master, expert level (+10 years of experience). We are not looking for an agile coach. We are looking for a solution engineer with a Java cloud engineering background and very strong recent experience as a scrum/agile delivery master. You will join an ongoing initiative, which presents a significant challenge.

  • Degree in computer science, short-cycle or long-cycle higher education, or a degree in civil engineering obtained from a recognized European college or university, is mandatory (diploma must be present together with CV within the pro unity platform)
  • Continuously updating oneself to stay informed about the latest sustainable trends and innovations, primarily focusing on software/solution developments that utilize structured and unstructured data in hybrid cloud environments
  • 10 years of hands-on experience with design/definition and development of APIs
  • 10 years of hands-on experience with development and integration of microservices
  • 10 years of hands-on Java SE experience
  • 5 years of hands-on experience with Java SE10+
  • 5 years of hands-on experience as scrum/agile delivery master, possibly combined with the role of Java developer or software architect, within greenfield software projects with the following technologies: APIs, microservices, eventing, and cloud
  • 5 years of hands-on experience with event-driven architecture and systems (event sourcing and event handling)
  • 5 years of hands-on experience with the implementation of agile frameworks, such as Safe and Less
  • 5 years of hands-on experience with software design (cloud, API, microservices, eventing)
  • 3 years of hands-on experience as scrum/agile delivery master within cloud native software projects
  • 3 years of hands-on experience with Azure Devops to manage agile software/solution delivery
  • Ability to propose alternative solutions and make recommendations regarding choices to be made, taking the full context into account
  • Good listener, flexible attitude, and possessing the ability to communicate with both technical and non-technical stakeholders
  • Knowledge and use of Behavioral or Domain Driven Design, Development, and Testing is an asset
  • Knowledge of the Angular framework is an asset

I. Languages

Due to the nature of the responsibilities and the client base (bilingual working environment), as well as our internal way of working, a very good (active) knowledge of English is essential, as well as a very good knowledge of Dutch and French.

II. Responsibilities

  • As a Solution Engineer, you contribute to achieving the team's goals. You support the CGRS and personally contribute to delivering quality products to our customers. You work together with other engineers, analysts, and business stakeholders. Therefore, a commitment to joint problem-solving, advanced design, and delivery is essential.
  • As a Solution Engineer, you must understand the entire stack & IT design solution, so you can guide the team in designing and developing secure & robust solutions, deploying applications to production, and maintaining the application in collaboration with other team members.
  • As a scrum master, you use technical expertise and experience to contribute to all sprint events (planning, refinements, retrospectives, demos, daily). You are responsible for (helping to) create a release calendar in the medium and long term for the various initiatives. In doing so, you also take external dependencies into account. As such, you do not just focus on the short term, but are also able to make forward-looking projections.
  • You continuously develop your own expertise while gathering, updating, and disseminating knowledge about new tools & practices within the team.
  • Your strong analytical and problem-solving skills enable you to tackle complex challenges and deliver effective solutions.
  • You enjoy working in a team and can communicate effectively with both technical and non-technical stakeholders to fully understand and meet the project's needs.
  • Even though you work in a team, you have sufficient maturity to work independently and proactively.

III. The Interview

Based on the pre-selection of the Pro Unity platform, candidates are invited for an individual interview. During the interview, soft skills and motivation, as well as understanding of the role and hard skills, are assessed (requested competencies, level of experience, expertise, language proficiency).

Interview invitations are issued in waves/contingents of up to 5 persons. If none of the candidates in a wave or contingent are selected by the jury, candidates from the next wave will be invited for an individual interview. This process is repeated until the jury has selected a candidate.
