The Commissariat General for Refugees and Stateless Persons is a federal independent administration. The mission of the CGRS is to provide protection to persons who, if returned to their country of origin, are at risk of persecution or serious harm. In accordance with Belgian, European, and international standards, the CGRS examines each request for international protection in an individual, objective, and impartial manner.

Within the CGRS, a modernization trajectory has been initiated, translated within the eDossier program. It is a very ambitious program, consisting of a number of projects, with a very tight schedule. To further shape and develop the program, we are looking for strong profiles who are willing to commit to the delivery of the program, currently foreseen at least until the end of 2028.

One of the profiles we are looking for is an expert hands-on Solution Engineer. We expect this person to be able to flawlessly and independently translate a high-level solution architecture into an implementation architecture, as well as its actual implementation. You will form a team with other experienced, highly competent, and motivated individuals. In doing so, you can always rely on the knowledge and expertise of our enterprise architect.

If you are looking for 4 days of teleworking, you will also be disappointed with us. To foster team spirit and the startup of initiatives, we ask that you be present in the office 3 days a week. Our offices are located next to Brussels South station.

  • Degree in computer science, higher education short or long type, obtained at a recognized college or university within the European Union, is mandatory (diploma must be present along with the CV on the pro unity platform),
  • Continuously self-educating to stay up to date with the latest sustainable trends and innovations, with a focus on cloud native engineering and development,
  • At least 10 years hands-on experience with design/definition and development of APIs,
  • At least 10 years hands-on experience with development and integration of microservices,
  • At least 10 years hands-on experience with Java SE,
  • At least 5 years hands-on experience with Java SE10+,
  • At least 5 years hands-on experience with software design (cloud, API, microservice, event),
  • At least 5 years hands-on experience with event driven architecture and systems,
  • At least 3 years hands-on experience with cloud (native) development, preferably Azure Cloud,
  • At least 3 years hands-on experience with integrating PaaS offerings, preferably Azure Cloud,
  • At least 3 years hands-on experience with the use of NoSQL databases,
  • At least 3 years hands-on experience with implementing and optimizing CI/CD pipelines, preferably within Azure DevOps,
  • At least 3 years hands-on experience with implementing/setting up, optimizing, and maintaining development, test, acceptance, and production environments within a (hybrid) cloud, preferably Azure Cloud,
  • At least 1 year hands-on experience with Java framework Quarkus,
  • At least 5 years experience with working (together) within large agile delivery teams,
  • Ability to propose alternative solutions and formulate recommendations regarding choices to be made, taking the full context into account,
  • Good listener, flexible attitude, and able to communicate with both technical and non-technical stakeholders,
  • Knowledge of Event Driven and/or Behavioral Driven Development is a plus,
  • Knowledge of Domain Driven Design is a plus,
  • Knowledge of European interoperability is a plus,
  • Knowledge of already existing building blocks and services within the federal government context is a plus.

Due to the nature of the tasks and the client base (bilingual working environment), as well as our internal way of working, a good knowledge of English, as well as Dutch or French, is required.

II. Task Package

  • You are an energetic Solution Engineer with a passion for IT and a positive can-do mentality. You are a team player who acts as a core member of a multidisciplinary and cross-functional team with the customer as the primary driver.
  • As a Solution Engineer, you contribute to achieving the team's objectives. You support the CGRS in delivering quality products to our clients. You collaborate with other engineers, analysts, and business stakeholders. Therefore, a commitment to joint problem solving, advanced design, and delivery is essential.
  • As a Solution Engineer, you must understand the entire stack & IT design solution, so you can guide the team in designing and developing secure & robust solutions, bringing applications into production, and maintaining the application in collaboration with other team members.
  • You use your technical expertise and experience to contribute to all sprint events (planning, refinements, retrospectives, demos).
  • You continuously develop your own expertise while gathering, updating, and sharing knowledge about new tools & practices within the team.

III. The Interview

Based on the pre-selection of the Pro Unity platform, candidates are invited for an individual interview. During the interview, knowledge of asylum procedures and institutions will be assessed, as well as soft skills and motivation, understanding of the position, and hard skills (required competencies, level of experience, level of expertise, language skills).

Calls for interviews are conducted in waves/contingents of up to 5 people. If none of the candidates in a wave or contingent are selected by the jury, then the candidates from the next wave are invited for an individual interview. This process is repeated until the jury has selected a candidate.
