Sourcing Program Manager

Role

In a context of IS transformation aimed at improving overall performance, cost control, and value creation for the Business, the implementation of a structured, controlled, and IT strategy-aligned sourcing model is a key lever.

This assignment is part of IS transformation initiatives with a focus on defining and implementing a target sourcing model to strengthen the maturity of practices in terms of sourcing, procurement, and vendor management.

The mission holder will be responsible, under the direction of the Transformation Program and in collaboration with the IS Sourcing Manager, CIO office, Finance & Services, for:

  • Refining and steering the IT sourcing strategy

  • Formalizing the transversal sourcing strategy to optimize the balance between internal and external capacities, defining for each domain the most relevant models (managed services, managed teams, software factory, internalization, etc.)

  • Leading the transformation of sourcing models

  • Orchestrating the transformation waves identified in the high-level strategy to move from a fragmented model towards industrialized models, while ensuring service continuity and risk control

  • Implementing a structured SPVM model

  • Defining and operationalizing a Sourcing, Procurement & Vendor Management governance framework including roles, responsibilities, decision-making processes, and management tools

  • Strengthening supplier performance management

  • Structuring the management of the strategic supplier portfolio, implementing performance monitoring practices (KPI, SLA), and optimizing the supplier panel

  • Deploying a SIAM (multi-vendor) model

  • Defining and implementing an integration and coordination model between multiple suppliers to ensure an end-to-end view of IT services

  • Ensuring financial management and benefit realization

  • Contributing to the optimization of IT costs by improving the predictability of expenditures and aligning sourcing decisions with the value delivered to the Business

  • Coordinating stakeholders and driving change

  • Ensuring alignment between IT, Procurement, Finance, and Business teams, and supporting the adoption of new sourcing models

Expected Deliverables

At the end of the assignment, the following deliverables are expected:

  • Refined and formalized IT sourcing strategy (target vision and transformation roadmap)

  • Sourcing transformation plan with implementation wave tracking

  • SPVM governance model and operational framework

  • SIAM model and multi-supplier coordination mechanisms

  • Supplier performance management dashboards

  • Monitoring of gains and benefits related to sourcing optimization

Expected Services

  • Strategic and operational support to the relevant departments in the transformation of sourcing for certain systems

  • Cross-functional coordination of sourcing initiatives involving IT, Procurement, and Finance

  • Support for teams in adopting new models (processes, governance, tools)

  • Support in structuring vendor management and performance management practices

  • Contribution to securing transitions (continuity, quality, risks)

  • Regular reporting to governance bodies

The assignment can be extended for a maximum duration (initial duration included) of: 880 working days.
