At SPW, the management of cross-functional software solutions is organized within service centers. The CSGD (Service Center for Case Management) is tasked with managing technical platforms, implementing, and monitoring the service catalogs of several software solutions.

The objectives of the CSGD are as follows:

  1. Set up the necessary human resources to develop case management solutions and provide services to the business units

  2. Improve the quality of services offered to the business units by aligning with SPW’s digitalization strategy

  3. Increase its efficiency by reducing delivery and service turnaround times.

At the end of 2017, the cross-functional Pega platform, used for case management (ACM = Adaptive Case Management), was deployed within SPW. The CSGD is responsible for the implementation and monitoring of services related to Pega.

The missions of the CSGD are aligned with a digitalization objective (digital transformation, IT-business collaboration, agility, use of authentic data, development of internal skills, reuse and cross-functionality of solutions, etc.).

More specifically, specific context and purpose of this assignment:

Several business applications are developed/configured within Pega:

  • SAMPO: backoffice management of financial aid granted to citizens and businesses
  • SCARA: backoffice management of administrative sanctions related to road and environmental matters
  • SOLUCE: backoffice management of reports submitted based on the provisions of the new Soil Decree
  • PROXIM-IT: backoffice management of licenses for service voucher companies

These business applications are based on a cross-functional foundation called ORION. This foundation manages common functionalities between these business applications, integrations/connectors to different systems (ESB, GED, IAM, …), and the cross-functional UI layer supported by a UI portal.

The ACM team currently consists of functional analysts, an ACM architect, Pega developers, UI/UX experts, scrum master, project managers, testers, and a service center manager.

An Agile approach, based on Scrum, has been defined and contextualized internally and is currently being used by business projects.

The purpose of the assignment is to strengthen the ORION team as a Senior System Architect Pega.

Activities and deliverables of the Pega developer:

  • Enrich and maintain the reusable cross-functional foundation
  • Translate business needs and functional specifications into Pega solutions, proposing several reasoned options (advantages and disadvantages) and identifying opportunities for enhancement and refactoring of the cross-functional foundation application
  • Ensure alignment of proposed solutions with Pega best practices and the technical architecture implemented at SPW
  • Keep the demonstration application up to date so that it reflects the latest developments of the cross-functional foundation
  • Build, configure, develop, and make configurable complete functionalities (sometimes including user interfaces) as well as more granular components and/or behaviors (functions, connectors, data transformations, jobs, extensions, …)
  • Document the developments carried out
  • Provide responsive support and proactive expertise to the cross-functional foundation team and to the teams in charge of the business applications
  • Promote good practices in application design and construction, considering Pega best practices and the guidelines established at SPW
  • Participate in Agile ceremonies (daily, sprint planning, retrospective, refinement, …)
  • Actively collaborate with functional analysts and product owners to understand, refine, and challenge needs
  • Collaborate with other team members and the SPW architect of the Pega platform to determine the best solution, best phasing, and best return on investment in response to clients’ needs
  • Estimate analysis, development, and testing time
  • Proactively report estimation overruns and blocking situations, proposing alternatives

Evaluation method
