Since the resignation of the IT staff member responsible for software development related to data collection tools for infrastructure investment projects, on January 10, 2025, and the retirement of the former PIMPT expert manager, who had IT development skills, on June 30, 2025, SPW MI no longer provides any support for the SUPRA tool.
This tool is deployed at the level of the Territorial, Expertise, and Operations Directorates to ensure the collection of data on thousands of current and upcoming SPW MI investment projects. (It does not handle IT projects, which are managed in P4)
SUPRA has nearly 380 active users and records the data that allows the business PMO unit of the Asset Management Directorate to ensure reporting on the plans, programs, and portfolios of road investment projects of SPW MI.
It is therefore critical. Not being able to resolve existing (bugs) or future anomalies, nor to develop additional functionalities, even minor ones, to meet new user needs or to keep up with the evolution of the data collection process, is highly problematic.
Application Environment:
The “SUPRA” application is developed with Microsoft MS-Access software. It consists of 2 parts, a “back-end” containing the data, and a “front-end” providing an interface for users, and a set of features.
SUPRA actually includes several tools:
- SUPRA
- SUPRA Admin
- Development application
TEST, VALIDATION, and PRODUCTION environments have been created.

Tasks:
The consultant is expected to:
- understand the activity and processes of SPW MI related to the management of infrastructure projects
- be able to take ownership of the various tools in the SUPRA suite and the development environment by reading the documentation and by assimilating the code
- debug the tools (resolve existing and future anomalies)
- provide ongoing support
Depending on the workload, the following less critical tasks may be considered:
- develop additional features in the main tool (add fields to the database, work on procedures, adapt user interfaces, etc.)
- develop new queries to interrogate the database
- document the code
To successfully complete this support mission, a significant presence is recommended at the start of the mission (familiarization & urgent corrections), followed by reduced availability (support) thereafter.
We estimate the workload at 60 man-days for the first part of the mission, then 40 man-days per year to provide effective support.
Workload: 2 days/week
First 7 months: 2 days/week development and bug fixing
Remainder of the mission: 1 day/week development and bug fixing and 1 day/week preparation for the new application
