System Architect Pega SAMPO

At SPW, the management of transversal software solutions is organized within service centers. The CSGD (Centre de services en gestion de dossiers) is responsible for managing technical platforms, implementing, and monitoring the service catalogs of several software solutions.

The objectives of the CSGD are as follows:

  1. Set up the necessary human resources to develop case management solutions and provide services to the business units

  2. Improve the quality of services offered to the business by aligning with SPW’s digitalization strategy

  3. Increase its efficiency by reducing the delivery times and the services provided.

At the end of 2017, the transversal Pega platform, used for case management (ACM = Adaptive Case Management), was deployed within SPW. The CSGD is in charge of implementing and monitoring the services related to Pega.

The missions of the CSGD serve a digitalization objective (digital transformation, IT-business collaboration, agility, use of authentic data, development of internal skills, “re-use” and transversality of solutions, etc.).

More concretely, specific context and purpose of this mission:

Several business applications are developed/configured within Pega:

  • SAMPO: back-office management of financial aid granted to citizens and companies
  • SCARA: back-office management of road and environmental administrative sanctions
  • SOLUCE: back-office management of reports filed on the basis of the new Soil Decree provisions
  • PROXIM-IT: back-office management of approvals for service voucher companies

These business applications are based on a transversal foundation called ORION. This foundation manages the common functionalities between these business applications, integrations/connectors to different systems (ESB, GED, IAM, …), and the transversal UI layer supported by a UI portal.

The SAMPO business application, developed and maintained by the ACM team, is a back-office used to manage financial aid granted to citizens and companies. This transversal SAMPO platform is currently used by 4 General Directorates of SPW (EER, TLPE, SG, ARNE) and aims to integrate the majority of subsidies managed by SPW. The development of this transversal platform is part of an IT program that aims to set up the entire ecosystem of the transversal platform: development of technical solutions, including SAMPO, integrations with internal and external systems, development of forms within the Front Office system, activation of aid mechanisms within the Financial Aid platform as it evolves, user training …

The ACM team currently consists of functional analysts, an ACM architect, Pega developers, UI/UX experts, scrum master, project managers, testers, and a service center manager.

An Agile approach, based on Scrum, has been defined and contextualized internally and is currently used by the business projects.

The purpose of the mission is to join the SAMPO team as a Pega System Architect.

Activities and deliverables of the Pega developer:

  • Identify reusable transversal components and define the architecture of the SAMPO business application in collaboration with the ACM platform architect and the application architect responsible for the SAMPO application
  • Enrich and maintain the SAMPO application
  • Translate needs and functional specifications into Pega solutions (technical analysis), by proposing several reasoned solutions (advantages and disadvantages) and identifying opportunities for enrichment and refactoring of the application
  • Ensure alignment of proposed solutions with Pega best practices and the technical architecture implemented at SPW
  • Guarantee compliance with explicit and implicit non-functional requirements such as performance, fault and error tolerance, etc.
  • Build, configure, develop, and make configurable complete functionalities (sometimes including user interfaces) as well as more granular components and/or behaviors (functions, connectors, transformations, jobs, extensions, etc.)
  • Carry out unit testing
  • Document the developments carried out
  • Participate in Agile ceremonies (daily, sprint planning, retrospective, refinement, etc.)
  • Actively collaborate with functional analysts and product owners to understand, refine, and challenge the needs
  • Collaborate with other team members and the SPW architect of the Pega platform to determine the best solution, best phasing, and best return on investment in response to client needs
  • Estimate the time required for analysis, development, and testing
  • Proactively report estimation overruns and blocking situations, proposing alternatives

Evaluation method
