1. Presentation of ETNIC
ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.
As a central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various fields such as:
- Management of IT infrastructures (networks, security, data centers, cloud),
- Development of custom business applications,
- Support of digital projects (functional analysis, UX/UI, project management),

2. Mission
We are looking for an experienced Technical Application Leader to support the managers of Application Competence Centers in structuring IT transformation projects.
The mission aims to:
- Define a technological roadmap, the associated standards, and a convergence plan to align application solutions with strategic challenges.
- Define and support the implementation of a new sourcing strategy (internalization, partnerships, offshore).
- Define and deploy a Hybrid Cloud strategy, ensuring coherence, security, and cost optimization.
Objectives
- Establish a multi-year technological vision aligned with the business objectives and the digital transformation of the organization.
- Define the technical, architectural, and governance standards to harmonize the application landscape.
- Design a convergence plan enabling the progressive migration of legacy applications to target technologies.
Key Activities
Audit and mapping of the existing landscape:
- Analyze the current application portfolio (technologies, architecture, technical debt).
- Identify redundancies, obsolescence, and friction points.
- Assess the technical maturity of the Competence Centers.
Definition of the target vision:
- Develop a technological roadmap over 3-5 years (phases, milestones, quick-wins).
- Define structuring technology choices: frameworks, languages, Cloud platforms, DevOps tools.
- Identify necessary investments (licenses, training, recruitment).
Standardization and governance:
- Establish a repository of technical standards: application architecture (microservices, API-first), integration patterns, security standards.
- Define governance principles: architecture committees, technical decision validation processes, KPIs for monitoring.
- Create guidelines and playbooks for development teams.
Convergence plan:
- Prioritize applications to be modernized (ROI analysis, criticality, complexity).
- Define migration strategies: Rehost, Refactor, Rearchitect, Replace, Retire (the 5 R).
- Establish a convergence schedule with trajectories per application domain.
- Anticipate dependencies and risks related to migrations.
