Technical Project Manager – FEBLAM
Context
Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used in the context of road safety and judicial assignments.
The ANPR project is managed by the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policy and rules for information management and processing, developing the police information concept, establishing technical standards and norms, and implementing information and communication systems.
Within the ANPR ecosystem of the Federal Police, several themes have been identified to maximize operational effectiveness. An important theme is intervention, which focuses on the use of ANPR technology to support interventions in the field. This is made possible by generating hits via the ANPR system, which are then managed by specialized services within the police to determine and prioritize actions in the field, enabling the police to respond more quickly and purposefully to urgent situations. To effectively support these tasks, significant improvements to the IT landscape are required. These include the development of new central IT components designed to enhance the operational capabilities of the entire Integrated Police (GPI).
FEBLAM, a new component within the ANPR ecosystem of the Federal Police, will focus on optimizing and centralizing hit generation at the national level, by flexibly integrating data from various sources.
Hit Gateway will be responsible for centralizing and facilitating the management of "hits" across the different systems of the integrated police and its partners.
Role: “Project manager”
As a technical project manager within the ANPR team at DRI, you will mainly be responsible for following up on the priority projects within the intervention theme.
You will clearly map out the to-do’s, dependencies, and risks and develop an action plan. You are responsible for improving the processes and systems that support the ANPR “hit functionality” and that facilitate an effective “action-intervention policy.” For this, you will work in close collaboration with various actors within the GPI, and mainly with the SICADs. Here, you ensure a facilitating role for the various integrators. You support communication and change management initiatives and guide the developers and analytical profiles within the intervention theme where necessary.
You will also coordinate the various actions with the suppliers and build a good relationship with internal stakeholders within the police: IT architects, analysts, developers, and key users, to ensure the success of the project.
You have strong technical insight and take on a motivating, advisory, and facilitating role towards management and the business units, working closely with them to deliver projects according to scope, time, and quality. You have experience in managing technical IT projects and can effectively collaborate with developers.
Tasks and responsibilities:
Main tasks:
- Drafting and managing project scope, planning, milestones, and deliverables based on validated parameters.
- Identifying tasks, dependencies, and risks; developing and following up on mitigation measures.
- Reporting project progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions.
- Setting up and maintaining quality management and test plans to ensure project results meet the required standards.
- Implementing and using project management and documentation tools (including JIRA, Confluence) for monitoring and knowledge sharing.
- Daily collaboration and alignment with the development team (full stack engineers, back-end developers) and with other involved teams (DIPO, DIST) within GPI.
- Stakeholder management and relationship building with internal police stakeholders: IT architects, analysts, developers, and key users, to ensure project success.
Secondary tasks:
- Active contribution to developing the strategic action plan in line with the future vision for the intervention and public order theme.
- Support in managing the project management organization within the ANPR team: co-guiding the demand management process, setup of strategic reporting, determining documentation standards / best practices and internal processes.
- Support change management and training programs for users where necessary.
Education, experience, and competencies:
- At least five years of hands-on experience as a project manager in technical/IT projects, preferably within a public safety context or comparable environments and in close collaboration with development teams.
- Experience with Agile and traditional project methodologies; familiar with JIRA and Confluence.
- Good communication skills, stakeholder management.
- Organizational talent, analytical ability, and result-oriented working.
- French or Dutch as a mother tongue, with a strong passive knowledge of the other language.
- A self-starter with a critical eye.

Work arrangement: minimum 2 days/week presence at the office, depending on tasks and agreements with the team; telework permitted at domicile address or employer (Belgium)
