1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

A central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various domains such as:

• IT infrastructure management (networks, security, data centers, cloud)
• Development of custom business applications
• Support for digital projects (functional analysis, UX/UI, project management)
• Cybersecurity and data protection
• User support and training

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy assignments. 2. Mission

Within ETNIC, the Transformation Office leads, governs, and coordinates the portfolio of transformation programs and projects (evolution of structures, processes, and systems).

Operational back-office of the Transformation Office, supporting the Head of Transformation Office and the Lead of Transformation Office in steering, governance, and coordination of the transformation portfolio. The consultant ensures the consolidation of management information to provide management with a clear and decision-oriented overview.

3. Main Responsibilities

• Preparation of governance bodies (SteerCo, committees)
• Monitoring the progress of projects and programs
• Budget tracking
• Risk and dependency monitoring
• Updating the overall roadmap
• Production of dashboards and management reporting

Hard skills

• PMO, program management and portfolio management (PMBOK, Agile)
• Data consolidation and reporting (BI, MS-Office, MS-Project)
• Analysis, synthesis, and structuring of information

Soft skills

• Rigor and reliability of produced information
• Structured communication: translating complex data into decision-making elements
• Collaboration with business teams, IT, and sponsors

Desired Profile

• Higher education (Master’s degree) in management, engineering, or equivalent
• At least 10 years’ experience in PMO, program management, portfolio management, or transformation
• Excellent analytical, synthesis, and structuring skills
