1. Project Context
Since 2017, the Boeteplatform has been responsible for coordinating the organizational and digital processes of Justice. The program implements digitalization projects that contribute to a better execution of (financial) penalties and reducing the administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain. The assignment of Boeteplatform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.
The main objectives of Boeteplatform are:
- Accelerating the processing of fines;
- Reducing the workload of those involved in the criminal justice chain through a chain approach;
- Digitalizing information processing;
- Improving the financial execution of penalties;
- Improving service delivery to the public.
Within the framework of the digitalization of Justice, there is also the major challenge of improving and especially clarifying communication towards citizens. After all, Justice is a service provider to citizens and society; accessibility of this service is necessary to increase citizens' trust in Justice and to ensure a better legitimacy of Justice and its societal role.
2. Subject of the Project
Justfines is a personalized ICT service being developed for the PVV – Parket voor de VerkeersVeiligheid (Public Prosecutor’s Office for Road Safety) – tailored to the needs of a mainly automated fine processing. It is integrated into the fine platform that is responsible for the handling, dispatch, and collection of fines. It is the development of a new case management system for the automated processing of traffic fines in Belgium – from immediate collection to enforcement via FOD Financiën (Federal Public Service Finance).
The application will be developed in Angular. In this early phase, it is crucial to translate functional requirements into concrete screen designs. These visualizations make the project scope tangible, facilitate alignment with stakeholders, and ensure that developers have a clear picture of the intended functionality. A user-friendly experience is central to this project. Therefore, a designer with in-depth knowledge of UX best practices and design principles is needed. This expertise is essential to designing intuitive, accessible, and efficient user interfaces that meet the needs of the end user and support technical feasibility.
3. Profile Characteristics
UX Designer (User Experience Designer)
The UX Designer focuses on the overall experience of the user when interacting with a product or service. Their goal is to make this experience smooth, intuitive, and pleasant. They conduct user research, create user journeys, design wireframes, and test prototypes to ensure the product meets the needs of the users.
UI Designer (User Interface Designer)
The UI Designer, on the other hand, is responsible for the visual appearance of the interface. They design graphical elements such as buttons, icons, typefaces, colors, and layout. Their work is aimed at making the interface aesthetically pleasing, coherent, and user-friendly.
In our context, experience in UX is more important than experience in UI. Nevertheless, experience in UI is one of the requirements for this position, as these skills are intrinsically linked.
Required Qualifications and Skills
- Combines teamwork with independent task execution and responsibility;
- Knowledge of user-centered design principles and UX best practices;
- Strong portfolio with a broad range of digital design projects, including internal application designs;
- Able to effectively communicate design concepts and the underlying motivation to multidisciplinary teams;
- Experience working in an agile development environment;
- Excellent collaboration and communication skills;
- Active knowledge of French and Dutch;
- A plus: able to conduct user testing.
